 1. AIM OF THE PROJECT

After the success of the 1st Edition Inter Primary Short Film Competition launched in 2022, the MFDC is now launching the 2nd Edition of the Inter Primary School Short Film Competition 2023 with the them ‘’Respe’’.  As rightly said by famous Anglo-Irish novelist, Laurence Sterne ‘’ Respect for ourselves guides our morals, respect for others guides our manners’’. This Film Competition is designed to give young students of primary schools a chance, through their stories and perspective to show respect in its different forms, while discovering creativity and enhancing their artistic skills.

As for the previous edition, the MFDC will provide technical assistance/support to all primary schools from pre-production to post-production (from script to editing).

As visuals are more impactful to the audience, the films will have an objective to trigger the youth and the population in general on the impact of respect on everyone such as parents, family members, friends, neighbours, country, society etc

 

2. OBJECTIVES OF THE COMPETITION

  • To create awareness among the young generation about the importance of respect.
  • Promote creativity, and ingenuity and discover new talents.
  • Create a “big splash’’ and have the voices of the new generation heard through filmmaking
  • Promote local production of films in view of a Mauritian Film Industry.
  • Make this new generation think and be able to tell quick stories.
  • Incite the interest of the new generation in cinematography
  • Exhibit the best films, through the organization of a festival or through any other platforms, showing artistic and humanitarian qualities which may lead to better understanding between different generations.
  • Provide leisure for the young people of Mauritius.

3. TARGET GROUP

Public/Private Schools

Students of Grade 1 to Grade 6

4. COMPETITION GUIDELINES

  1. Duration: 7 minutes
  2. Theme: ‘’Respe’’
  3. Category: Fiction
  4. Genre: All genres will be accepted
  5. Format: Broadcast Quality such as HD, MP4 amongst others
  6. Language: Creole

There will be two voting systems as per below:

  1. Public Vote– All films will be judged by TV audience through voting system by My.T/Emtel/Chilli.
  2. Jury Award– A panel of Jury will be constituted to judge the best films based on the following criteria:
  • Relevance
  • Originality
  • Research
  • Technical competency
  • Timeline amongst others.

5. PROCEDURE FOR PARTICIPATION

 

All interested schools, through their headmaster/headmistress, should fill a participation form which will available on our website www.mauritiusfilm.mu and return it to MFDC.

NOTES

It is recommended that each primary school identifies a group of students to work on the project under the supervision of a team from the MFDC and a teacher with the ultimate responsibility of the headmaster/headmistress of the school.  It is recommended also to use as far as possible students, teachers, and school staff members in the film. The Management of the school should seek, if need be, assistance from its respective Parents Teachers Association (PTA).

6. RULES AND ELIGIBILITY

  • Open to primary schools in Mauritius.
  • Films must be produced by the primary school students and accompanied by a team from the MFDC and a teacher.
  • Content must be the focus and related to the theme mentioned above.
  • Priorities should be given to students as regards casting.
  • The film must not have been copied from the Internet/ YouTube etc.
  • The MFDC strongly opposed to the following shooting contents which are considered illegal: (a). of a pornographic character- (b). incitation to racial animosity-

(c). Contemptuous to any of the religious creeds established in the country – (d) on political issues – (e) with verbal abuses- (f) Proper/Fair campaign should be done to promote your short film without any bribery.

  • The MFDC reserves the rights not to broadcast the short films received if it does not comply to the formally stipulated standard criteria.

8. COMMUNICATION STATEGIES

  • Social Media (Facebook, Instagram, WebTV, etc) Press Advert, Clips, Facebook, Website, and Press Articles
  • Posters in schools

9. OUTLETS

  • The shorts films will be broadcast on MBC Channels and the public will vote for the best films
  • The MFDC will organize an Award Ceremony to award the Best Films (Jury and Public vote) and other categories.

 11. WORKSHOP

A workshop will be organized with headmasters/mistresses responsible for the project to brief the filmmakers about the Short Film Competition’s guidelines.

12. PRIZES/AWARDS

Trophies and other prizes will be awarded to the best films and different categories. In case the short film received in this competition does not meet the expected technical standard quality set by the jury members and the management of the Corporation, the jury reserves the right not to proceed with the cash reward as mentioned in the concept paper.

The MFDC will also award specific prizes in various categories to be finalized later depending on the number and quality of films received. The Cash rewards/ Trophies/ Shields will go to the team engaged in the production of the short film.

Public Vote:   1st Prize: Cash prize of Rs 50,000 + trophy

2nd Prize: Cash prize of Rs 30,000 + shield

3rd Prize: Cash prize of Rs 25,000 + shield

4th Prizes: Cash prize of Rs 20, 000+shield

5th Prizes: Cash prize of Rs 15, 000 + shield

Jury Vote:      1st Prize: Cash prize of Rs 50,000 + trophy

2nd Prize: Cash prize of Rs 30,000 + shield

3rd Prize: Cash prize of Rs 25,000 + shield

4th Prizes: Cash prize of Rs 20, 000+shield

5th Prizes: Cash prize of Rs 15, 000 + shield

Other Prizes:  Special Prizes to Best Editor/Best Script/Best Actor/Best Actress/ Special Effects and others.

AWARD CEREMONY – CASH PRIZES /TROPHIES and SHIELDS

An award ceremony will be organized in December 2023 to award cash prizes, trophies, and shields to different winners and categories.

PROCEDURE FOR SUBMISSION OF FILMS

The film must be submitted:

  1. Either Sealed envelope or We-Transfer on mauritiusfilm@intnet.mu before 16.00 hrs at the following address:

Each envelope must contain:

  • A copy of the declaration form;
  • One copy of the clip on a DVD or pen drive; and information sheet including synopsis, movie details such as title, duration,
    participant’s name (actors/scriptwriter/editor…) cast and credits:
  • For films transferred by We-transfer, the filmmaker should confirm by phone on 696 3137 whether the Corporation has well-received your film.
